Alaska DEC State Revolving Fund (Water/Sewer) – Alaska Federal Funding

The Alaska Department of Environmental Conservation (ADEC) SRF Program is now accepting new project questionnaires for potential planning, design, and construction of water and wastewater infrastructure improvements. The SRF Program offers low interest loans with terms of up to 30 years. The process for obtaining a loan begins by submitting a project questionnaire. Questionnaires are accepted year-round using the ADEC Water Online Application System (OASys), and new submittals will be evaluated periodically throughout the year on a schedule that will be listed in the State Fiscal Year 2024 (SFY24) Intended Use Plan. If you have a new project that you would like to propose for financing through the SRF Program, the submittal deadline for the first SFY24 questionnaire review is February 28, 2023.

Traditional and BIL SRF Funding Available in SFY24

SRF funding in SFY24 will include a combination of traditional Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) funding, as well as new funding opportunities established through the Bipartisan Infrastructure Law (BIL). These new funding opportunities include:

  • CWSRF and DWSRF BIL General Supplemental Funds
  • CWSRF and DWSRF BIL Emerging Contaminant Funds
  • DWSRF Lead Service Line Inventory and Replacement Funds

Tribal Set Aside and Tribal Disadvantaged Community Funding for Emerging Contaminants

In addition to the CWSRF and DWSRF funds made available to the State, the Environmental Protection Agency (EPA) will administer grants to tribally-owned water and wastewater system for projects addressing emerging contaminant through the Clean Water Indian Set Aside, the Drinking Water Infrastructure Grants Tribal Set Aside, and the Tribal Disadvantage Community Emerging Contaminant Program.

In an effort to keep the application process simple, EPA and the SRF Program are collaborating to gather project questionnaires for all of the above listed funding opportunities. All questionnaires will be reviewed jointly by the SRF and EPA for eligibility and evaluated against the same criteria. The agencies will then work together to determine which funding sources are most appropriate for each proposed project and develop a proposed funding package for each project, as appropriate. Communities and other eligible applicants must submit questionnaires by February 28, 2023 to the SRF Program to express interest in funding for specific projects. Additional opportunities to propose projects will continue throughout 2023.
