1. GENERAL PROVISIONS

1.1. Scope

This regulation specifies the minimum technical requirements for time and distance monitoring devices installed on driving practice cars to teach driving practice on the road at driving training institutions. Bowl.

1.2. Subjects of application

This regulation applies to organizations and individuals involved in the production, assembly, import, testing, quality certification, management and use of time and distance monitoring equipment. on driving practice cars teach driving practice at driver training institutions.

1.3. Explanation of words

In this Regulation, the following terms are construed as follows:

1.3.1. Driving practice time and distance monitoring device (hereinafter referred to as DAT device for short) is an electronic device installed on a vehicle to record, store, authenticate and transmit required information. involved in the teaching and practice of driving.

1.3.2. The driving practice session is counted from the time each student starts to drive the practice car to the time it ends.

1.3.3. Driving practice distance is determined by the total distance of each practice session that each learner learns to drive during the learning process.

1.3.4. The practice driving time is determined by the total time of each practice session that each learner learns to drive during the learning process.

1.3.5. Cards: are magnetic cards, chip cards used to identify students and teachers.

2. TECHNICAL REGULATIONS

2.1. Requirements for the function of operation

The DAT device must have the following minimum functions:

2.1.1. Function of information display and operation status notification

The DAT equipment shall have a self-test function at initial start-up and during operation and shall provide signals, by means of lights, by sound or by display, to indicate the operating status, consists of:

– Status of mobile telecommunications signal;

– Status of connection, loss of connection to the server;

– Status with signal, loss of GNSS signal;

– Operation status of data storage memory;

– Operation status of the camera;

– Login and logout status of teachers and students;

– Display student information message after logging in, including: student number (ID), course code, student name, teacher name. Play notification sounds: true, false, complete when logging in, out and when face recognition is wrong compared to login.

– Display in real time, including: authentic results, time data, distance learned of the driving practice session.

– Display time and distance data of students who have practiced and still have to practice compared to regulations.

2.1.2. The function of recording changes of teachers and learners on the vehicle

– Instructors and students use cards or fingerprints to touch the device’s card reader or fingerprint reader to log in or out of the system.

– The DAT device must record the time, coordinates of login and logout of instructors and students, and must have signals to recognize these changes.

– The login and logout can only be done when the vehicle is stopped or parked.

2.1.3. The function of authenticating learners via camera

– The DAT device is capable of using facial recognition cameras to authenticate students.

– Authentication frequency is every 5 minutes.

– The DAT device records the time, coordinates, and validation results at the time of authentication.

2.1.4. Warning function

The DAT device must give a warning signal by a flashing LED or the display:

– Compare the student’s facial recognition that does not match the information registered through the student’s card or fingerprint;

– Hardware failure includes: loss of GNSS signal, loss of mobile telecommunications signal, memory error, faulty camera;

– Unable to connect to the management server.

2.1.5. Function of recording and storing data on the device

The DAT device must record and store data in the device memory with the following minimum information:

2.1.5.1. Information about teachers and students

– Student identification information via card code or fingerprint and face image.

– Teacher identification information via card code or fingerprint.

– Time and coordinates of the start and end of each student’s driving practice session.

– Time, accumulated practice distance and time and practice distance of each student in a day.

2.1.5.2. Vehicle journey information and student face authentication results

– The journey of the vehicle (time, coordinates, speed) with a recording and storage frequency of no more than every 30 seconds when the vehicle is in the practice session.

– Student face authentication results (true, false) with the frequency of recording and storing no more than every 5 minutes when the vehicle is in the hands of a student to practice.

– Snapshot of successful login and logout. The photo taken at the time the device detects the Student’s Face and identifies via card or fingerprint is not the same person.

2.1.6. Function to transfer data to the server

– The data specified in Section 2.1.5 of this Regulation must be transmitted to the management server with a frequency of no more than every 5 minutes when the vehicle is in the practice session and managed and stored according to the provisions of Section 2.1.5 of this Regulation. 2.6 of this Regulation.

– In case of loss of connection to the server due to a line interruption, the DAT device must send back all previously recorded data to the server as soon as the connection resumes, in chronological order. from front to back (allows the old and current data to be sent in parallel).

2.2. Hardware requirements

The DAT device must have a hard shell to ensure normal operation in the vehicle’s working environment, and to ensure that no data is lost or changed that has been recorded and stored at the DAT device. Structure of DAT equipment must have the following parts:

– Microprocessor;

– Image acquisition unit (camera): minimum resolution HD (1280 x 720 pixels), clear images in all lighting conditions;

– System login and logout department to identify students (via card reader or fingerprint reader);

– GNSS signal receiver:

– Mobile telecommunications signal transceiver unit, at least 3G technology;

– Display and warning parts: screen (minimum size 7 Inches), signal lights, speakers;

– Memory ensures capacity to store data for at least the last 30 days of information specified in Section 2.1.5 of this Regulation;

– The real-time clock is synchronized with satellite time (when there is a satellite signal) and calibrated according to Vietnam time;

– There is at least one standard USB connection port to extract data from the DAT device as specified in Section 2.1.5 of this Standard.

2.3. Requirements on management and exploitation software of training institutions

The software must be installed on the computer, the interfaces and results displayed in Vietnamese. The software must have at least the following features:

2.3.1. Receive student information

The software is capable of receiving:

– Student information through the import of report data file 1, which is extracted from the training facility management software of the Directorate for Roads of Vietnam:

– List of students who have been tested to meet the requirements of the subject of Road Traffic Law. Driving techniques and the list of students who have passed the test on Road Traffic Law and New Knowledge about Forklifts (for upgraders);

– Student’s image authentication data.

2.3.2. Connection

– Capable of connecting and transmitting data specified in Section 2.1.5 of this Regulation to the management agency’s server and providing it to the competent authority upon request;

– Ability to connect to DAT equipment installed on the practice car.

2.3.3. Online monitoring

– For students: Full name, portrait photo, student number, accumulated information (total time and distance of practice since admission), information during the session (total time and duration of study). practice path);

– For practice teachers: Full name, portrait photo, number of Certificate of driving practice teacher;

– For practice cars: license plate number, license plate number, instantaneous speed, coordinates of the vehicle, location of the vehicle on the digital map;

– For session information: Starting information (time, coordinates), ending information (time, coordinates), student identification status, recent photos taken, vehicle journey on the digital map.

2.3.4. Data management and mining

– Ability to configure the DAT device corresponding to the driving practice vehicle.

– Access, search, tabulate, report and make statistics of data according to the form in Appendix A, B, C of this Regulation.

– Notification of the operating status of the DAT device: the status of the corresponding device installed on the vehicle is normal or the signal is lost for more than 30 minutes during the practice session.

2.4. Authentication requirements

2.4.1. Face Authentication:

– Recognition cycle: ≤ every 5 minutes:

– The maximum tilt of the face to be recognized in the vertical: 30°;

– The maximum inclination of the face to be recognized horizontally: 25°.

2.4.2. Authentication via card or fingerprint

– Speed: ≤ 5 seconds.

2.5. Accuracy requirements for determining the time and distance of practice driving

– Practice time: the error does not exceed ± 0.5% of the measured value.
– Practice distance: the error does not exceed ± 5% of the measured value.

2.6. Requirements for security and data storage

– The data recorded and stored in the DAT device and the server must not be erased or changed during the prescribed storage period.

– The time to store data from DAT devices specified in Section 2.1.5 of this Regulation at the management server is at least 05 years.

– The transmission channel from the DAT device to the management server must be encrypted and communication secure.

2.7. Requirements for the power used

The DAT device uses the car’s power supply. The voltage level used of the DAT equipment must match the rated voltage of the vehicle and be capable of withstanding reverse polarity specified in Table 2 below.

2.8. Regulations on installing DAT devices on cars

– The DAT device must be installed at the position where the driving instructor and students can observe the display screen, the device’s operating status indicator light, and the user manual.

– The image acquisition unit must be installed so as to capture the entire face of the learner practicing driving, but must not obstruct the outside view.

– The instruction sheet for the DAT device must show the following information:

+Phone number, contact address of DAT equipment supplier;

+Manipulating driver login and logout;

+The operating status of the device through signals and signals.

3. MANAGEMENT REGULATIONS

3.1. Product management and certification

3.1.1. Before being circulated on the market, DAT equipment must make a declaration of conformity according to the provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology on regulations on technology and equipment. announcement of standard conformity, announcement of regulation conformity and methods of assessment of conformity with standards and technical regulations (Circular No. 28/2012/TT-BKHCN) and Circular No. 02/2017/TT-BKHCN dated May 31 3 2017 of the Minister of Science and Technology amending and supplementing a number of articles of the Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology regulating technology declaration of standard conformity, announcement of regulation conformity and methods of assessing conformity with standards and technical regulations (Circular No. 02/2017/TT-BKHCN) and must label goods according to regulations.

3.1.1.1. For domestically manufactured and assembled DAT equipment products: conduct conformity assessment according to method 5 specified in Appendix II of Circular No. 28/2012/TT-BKHCN and Circular No. 02/2017 /TT-BKHCN.

3.1.1.2. For imported DAT equipment products: conduct conformity assessment according to method 7 specified in Appendix II of Circular No. 28/2012/TT-BKHCN and Circular No. 02/2017/BKHCN.

3.1.2. Conformity announcement

3.1.2.1. DAT equipment products declared conformity must be based on the results of certification of conformity of the certification organization designated by the Ministry of Transport as prescribed in Decree No. 132/2008/ND-CP dated December 31, 2018. 2008 of the Government detailing the implementation of a number of articles of the Law on product and goods quality (amended and supplemented by Decree No. 74/2018/ND-CP dated May 15, 2018 and Decree No. 54). /2018/ND-CP dated November 9, 2018).

3.1.2.2. The Directorate for Roads of Vietnam is a specialized management agency that receives dossiers of announcement of regulation conformity from organizations and individuals manufacturing and trading DAT equipment in accordance with law.

3.2. Requirements for goods labeling

3.2.1. The labeling of goods must comply with the Government’s Decree No. 43/2017/ND-CP dated April 14, 2017 on goods labels. Labels must be affixed, affixed, printed or molded directly on products and commercial packages in a position for observation. The label must show the following minimum information:

– The name and serial number of the goods;
– Origin of goods.- The name and serial number of the goods;

– Name and phone number of the manufacturer or importer responsible for the quality of the goods;

– Month and year of manufacture;

– Voltage used;

– Origin of goods.

3.2.2. The conformity mark is used to print on the package, in the accompanying technical document and must be affixed to the DAT device product in a position that is easily visible. The regulation conformity mark must be designed, show the same color, be recognizable, not easy to erase and cannot be removed and re-attached.

3.3. Implementation organization

3.3.1. The Directorate for Roads of Vietnam is responsible for managing regulation conformity announcement activities and coordinating with relevant agencies in inspecting the implementation of this Regulation.

3.3.2. In case the standards, regulations and legal provisions cited in this Regulation are changed, supplemented or replaced, the new documents shall apply.
