Civilians Serving Our Nation
The Department of the Navy, Office of the General Counsel (DON OGC) is comprised of approximately 1,100 attorneys and professional staff members located throughout the United States and at seven international locations. Our attorneys support the DON missions by providing expert legal advice in multiple practice areas. DON OGC attorneys face constant intellectual challenges in a supportive, collegial environment, which promotes job satisfaction.
Practice Areas
DON OGC attorneys engage in a wide variety of practice areas. The majority of attorneys practice in government contracts law, complex litigation, employment & labor law, and intellectual property law. Several attorneys are also well versed in more than one practice area, especially in our field offices.
Locations
Approximately 40% of our attorneys practice in the Washington, DC area.
However, DON OGC has a broad national and international presence as well.
We have attorneys in 147 offices in 21 states.
Our international offices include Spain, Italy, Bahrain, Japan, and Singapore.

Initiatives
The Department of the Navy Office of the General Counsel (DON OGC) provides attorneys and support staff with opportunities to get involved in DON OGC-wide initiatives through various committees. These committees allow attorneys and staff to interact with their colleagues from other offices and from all levels of the DON OGC hierarchy, including Senior Executive Service members and the General Counsel. The committees offer our employees the opportunity to succeed in non-legal work and receive recognition for their contributions as well as the opportunity to facilitate and guide the improvement of DON OGC. Below are some of the ways DON OGC employees get involved:
The Diversity, Equity & Inclusion (DE&I) Council
The DE&I Council’s Charter reaffirms DON OGC’s commitment to build and maintain a workforce that draws from all segments of our society. The group encourages connection and collaboration, so that our work is informed by diverse viewpoints, and all DON OGC employees are able to participate and contribute to their fullest potential. The Council’s efforts focus on four primary areas: Recruitment, Opportunities, Advancement, and Recognition (ROAR).
Pro Bono Opportunities
Our attorneys take their commitment to community service seriously through actions such as: mentoring law students at local law schools; volunteering at legal clinics to helped underserved communities; and serving lunch at food kitchens.
New Attorney Group
The New Attorney (NEO) Group provides a forum for attorneys new to DON OGC to facilitate professional networking, to solicit advice or support, and to provide camaraderie from peers. The NEO Group also centralizes DON OGC resources, events, and training most relevant to attorneys new to DON OGC. In addition to the NEO Group’s vibrant presence online, the NEO Group holds in-person social and career development events.
Strategic Communications Committee
The Strategic Communications Committee serves as the communications link to all members of DON OGC for the purpose of widely distributing the General Counsel’s priorities as well as facilitating mutual interaction and flow of information between DON OGC members.
Recruitment and Retention Subcommittee
The Recruiting and Retention Subcommittee focuses on building and maintaining an excellent DON OGC workforce. Diversity, demographics, and retention serve as major components of subcommittee initiatives. Sub-groups include the Enhanced Marketing Strategy group, Externship group, and Family Matters group.
