Videotaping

HEO Minor AA/A does not permit videotaping of League events (including games, all-star events or showcase events) from the player benches, either penalty booth or the timekeeper box.

A game may be videotaped from the stands and/or spectator area, so long as:

1. The camera does not zoom in on or focus entirely upon a particular player or players; i.e. wide angle shots only. The sole exception is where a parent wishes to video their own child.

2. Parents in the stands are not videotaped without their express permission.

3. Should a coach or team official ask that no player from their team be recorded this request will be honoured.

4. No part of any game video may be placed on a personal or video-sharing web site, such as YouTube.

Anyone contravening these restrictions will be dealt with by the League.

 

Abuse Complaint Procedure

This will be HEO Minor AA/A League policy concerning any abuse complaints.

All Abuse complaints MUST BE RECEIVED IN WRITING from HEO Minor AA/A teams and any member of a team. These complaints will be responded to by league officials under the following criteria.

Complaints concerning abuse on or off ice must be forwarded by the offended party in writing, to the League Director of Risk & Safety and the 1st Vice President. No complaint will be replied to unless it has been properly forwarded in writing to the HEO Minor AA/A Risk & Safety Director and/or the 1st Vice President.

Upon receipt of a complaint the Director Risk & Safety and or 1st Vice President of the League will, if deemed necessary, set up and Chair a hearing. The Hearing format is listed within the HEO Minor AA/A League Playing Rules under ANNEX 1 Appeal Procedure. Note that no fee is charged for any Risk & Safety issue.

Once the hearing is held,a decision has been rendered and if no further action is required by the League it will then mark the file as closed.

Once the file is closed by the League, if any member of the hearing is not satisfied he or she may pursue the complaint through the HEO Minor Director of Risk & Safety and or through the HEO Minor Appeals Committee.

The HEO Minor Director of Risk & Safety may at any time decide to move the file from the League to the District or even to HEO Minor itself.

Any written complaint of abuse by a referee and or linesman on a player, coach or parent within the league will be immediately forwarded to the league AA/A League Director of Risk & Safety and 1st Vice President. Any written complaint of abuse by a parent, player, team official or
any other persons within the framework of the HEO Minor AA/A League will be immediately forwarded to the HEO Minor AA/A Director of Risk & Safety and 1st Vice President. The league will notify the HEO Minor AA/A League RIC and Branch RIC of the complaint if it pertains to an official of the game. The League, will follow-up this type of complaint with the following procedures.

NOTE: Any abuse complaint under the criteria listed must be passed immediately on to the HEO Minor AA/A Director of Risk & Safety in writing following the instructions listed. The HEO Minor AA/A League in turn will immediately respond to the complaint within the guidelines provided by the HEO Minor Director of Risk & Safety authority for further action.

On any official’s abuse complaint by a referee or linesman that has been properly recorded the League Director Risk & Safety may if necessary reserves the right to request of the League RIC through the Branch RIC to restrict the official until a final conclusion on the abuse offence has been rendered. The League has the right to request of the offending association the same of the parent, player, team official or other persons within the framework of the HEO Minor AA/A League that has been accused of abuse.

Central Assigning

The League has reached an agreement to re-institute central assigning for Major Peewee AA to Major Midget AA, as laid out in the following document.

REFEREE PAYMENT STRUCTURE – Major Peewee AA to Major Midget AA only

– On-ice officials are to be paid prior to game. It is up to the coach or team official to take the game fee to the officials’ room.

– Payment maybe made in cash or by cheque. It is to be paid in 3 envelopes in the correct denominations per official, or in 3 envelopes with each official’s name on cheque.

– Mileage for games will be paid by the league, twice a year.

– It is up to teams to get officiating costs from their home association. This was discussed and agreed to by your League Reps and the OEMHL AA/A executive.
